短期交换生能在日本办美国F签证吗？

本人国内（同济）大三本科，今年4月到6月要在东工大交换一个quarter，但另外联系了一个美国的暑期科研（加州理工的SURF）,时间是6月到8月，请问在日本可以办F1签证吗。。。
不知道有没有人这么办过，我之前问东京美国领馆的回复好像是最好不要在日本办：
